According to the FBI, between 2017 and 2021, dozens of Antioch Cops beat and tortured Black and Brown residents, while then Antioch City Manager RON BERNAL looked the other way.
Under my leadership and prior to the FBI investigation, the Antioch City Council passed the largest police reform measures in the city's history that established an independent oversight commission, equipped police with body and vehicle dash cameras, and improved police training and hiring practices.
As your Mayor, we…
(1) Equipped police officers with body and vehicle cameras to increase accountability.
(2) Mandated independent investigations of certain police complaints.
(3) Established City's first independent police oversight commission.
(4) Launched the City’s first 24/7 non-police Mental Health Response Team to address lower-level 911 calls so that police can focus on serious crime.
(5) Banned the use of police techniques that can cause positional asphyxiation including the knee to neck technique that killed George Floyd.
(6) Stopped the hiring police officers who were under investigation at other police agencies until they are clear of any misconduct to stop the revolving door of officers with troubled pasts.
In my second term, we will…
(1) Continue to work to attract more diverse and culturally competent personnel until we are fully staffed with (115) police officers, (13) community services and parking enforcement officers, and (15) 911 response dispatchers.
(2) Cooperate with the United States Department of Justice on their ongoing investigation of the Antioch Police Department.
(3) Fully support California's Attorney General's civil rights investigation to determine if the Antioch Police Department has engaged in a pattern or practice of unconstitutional policing.
(4) Implement any potential actions are needed to ensure comprehensive corrective action takes place at the Antioch Police Department following the completion of CA Attorney General Rob Bonta's investigation.
(5) Complete city audits into Antioch Police Department's hiring practices, internal affairs and equity to measure bias in enforcement efforts.
